But these burdens are now more likely to run into early 2011, as Congress considers two bills that would extend the ARRA COBRA premium subsidy for several more months, These proposals—which have strong momentum because of the still-weak economy—could require significant changes to the way COBRA is administered, as even higher numbers of individuals take advantage of the subsidy, and as employers face more notice and administrative requirements because the proposals would allow certain individuals who exhausted all coverage under the previous ARRA subsidy law to get back on COBRA coverage.
